    "content": "I started working on this Bill immediately I joined the Senate. It took a long time because it drew a lot of interest from the governors. They wanted to introduce some clauses that made it to become a Money Bill. For that reason, it had to go to the National Assembly where it took a bit of time. We had to recall it because it was not going through. That is why it has taken so long."
