    "content": "Mr. Temporary Speaker Sir, out of the 3.5 per cent of Kenyans, a few of them who will be elected are the ones who come to Parliament. We need every contribution of every Kenyan in this House. For example, as I said before, the requirement is only one, know how to read and write. In great countries like Japan, they do not have these kinds of qualifications that one must have a university degree. They give that freedom to the electorate to elect whoever they want to be their representative."
