    "content": "The national Government cannot work alone. Whatever information, infrastructure and policies are there, they need to cascade to the county government. If there is good relationship with regard to the education of children with disabilities, it is possible for county governments to lobby for resources from the national Government so that they are able to implement the demands of Sustainable Development Goals (SDG) No.4 of ensuring that quality education reaches all including learners with disability."
