    "content": "The final one, which I am happy about, is the proposal on Bills that have been considered for a second time, but lapsed at the expiry of the preceding term of Parliament. I sit in the House Business Committee, and when you look at how many Bills Members have had to push to get to the First Reading, have been lucky enough to get to the Second Reading and the term of Parliament has lapsed, it means that time has been wasted and the Members’ efforts will not be realised. It is a good reward which, if drafted and implemented, will be a good thing."
