    "content": "that the Committee interrogated my proposals and was able to get some few things that they can incorporate into this Report. For that, I am grateful. Hon. Speaker, it is my prayer that, as we go into this election, these Members shall be guided by the Almighty and hopefully, I am praying that the attrition rate that we see in Bunge will be broken with this election. We shall have a bigger number of Members of Parliament coming back because institutional memory is important. In each election throughout the five years, Kenya invests heavily in the Members that we have in this Chamber and so a high attrition rate of Members of Parliament is actually an unnecessary expense on Kenyans and their economy."
