    "content": "Stakeholders raised concern on the introduction of offences by accounting officers who may not be responsible for the delayed payment of bills owed to suppliers by MDAs. They argued that failure to pay suppliers promptly is occasioned by delays in Exchequer releases by the National Treasury. They also argued that payment of interest on the money owed to suppliers will strain the already strained public resources. I will give the details of the stakeholders’ submissions later. All the stakeholders’ comments were considered in the determination of the Committee’s proposed amendments. Some of the stakeholders’ proposals were adopted and form part of the Committee’s amendments."
