    "content": "Thank you, Mr. Speaker, Sir. I rise to second the Motion on IFMIS. It is unfortunate we are discussing it on the last day. The report has revealed many things that are happening in the financial system. Of importance to us, is that IFMIS does not capture debt management. It is also of importance to us, that the CoB and the Auditor-General have admitted that this system needs to be checked. This system appears to be impeding the work of counties. We are glad to report that from the findings of the Committee on Finance and Budget, there is an attempt to ensure we have a better system. Overall, IFMIS has not worked. The intention of IFMIS has not assisted counties in any form. In fact, to our consternation, IFMIS has assisted people to pilfer money from the public coffers. I second."
