    "content": "Looking at all these factors, the Senate should not sanitize an illegal process where, for example, the current County Government of Laikipia wants to borrow an infrastructure bond. Mr. Speaker, Sir, out of curiosity, we do not know if the current governor will come back. Therefore, Kshs1.16 billion brings doubt to the ability and capacity of Laikipia County Government to repay. I oppose this Motion. This approval should not be guaranteed by the Senate of the Republic of Kenya because we will become a conduit of an illegality. I thank you."
