    "content": "Mr. Speaker, Sir, I have one quick comment. It is a matter of procedure. No that the Motion is wrongly before the House but in terms of the neatness of the exercise we are undertaking. The thing that boggles my mind is, is this really the right time to consider changes to the Standing Order? We have been here for five years, learnt and there are things we have agreed with and those we felt maybe we could have done better. I thought ideally - this is part of the things that we need to consider - that this Committee will go ahead and produce a Report for us but then leave it to the wisdom of the next House to come and debate it extensively. You can see the rush in which we want to conclude this business and yet this a very important exercise. This goes into the heart of our operations as a House next term for those that are seeking the people’s mandate to come and represent them here. It is good because that the Table Office is here led by our very able Clerk. Perhaps he could guide the House whether this is the appropriate time to consider changes to Committees, how they operate, the rules and procedures of the House; where there is very little interest."
