    "content": "THAT Clause 25 of the Bill be amended — (a) by numbering the existing provision as subclause (1); (b) in sub clause (1) by – (i) deleting the word “Cabinet Secretary” appearing immediately after the words “appointed by the” in paragraph (a) and substituting therefor the words “President by notice in the Gazette ”; (ii) inserting the following new paragraphs immediately after paragraph (b) — (ba) one person nominated by the Council of County Governors; and (bb) one person, who has knowledge and experience in matters relating to sugar technology and value addition, elected by sugar millers; (ii) inserting the words “and secretary to the Board” immediately after the words “an ex official member”; (b) inserting the following new sub clause immediately after sub clause (1) — (2) The Cabinet Secretary shall appoint the members under subsection (1)(b), (ba) and (bb) by notice in the Gazette ."
