    "content": "Madam Chairperson, I beg to move: THAT, Clause 4 of the Bill be amended in Sub-Clause (1)- (a) by deleting the word “grants” appearing immediately after the word “additional” and substituting therefor the word “allocations” appearing in the opening phrase; (b) by inserting the words “the national government and” immediately after the words “allocations from” in paragraph (a); and (c) by inserting the words “additional allocations in form of” immediately before the words “loans and grants” in paragraph (c)."
