Additional grants can be in two folds: conditional and unconditional. That is why they are referred to as additional grants whether conditional or unconditional. It is conditional when it is given by donors and when, for example, it is given as a share of revenue from the national Government, then it is unconditional grant. Therefore, the combination of the two is additional grants."
