    "content": "Thank you, Madam Temporary Speaker, for giving me the opportunity to second this Motion. We moved the debt ceiling limit in 2018. At that time, the economists had said that we should have moved it to Kshs12 trillion. If we did not do as they proposed, we would review the debt ceiling again before the Senate term ended. I sat in the Committee on Finance and Budget – Sen. Mwaura is also my witness – as they were issuing those proposals. I am glad that the debt ceiling did not move to Kshs12 trillion, but to a lesser limit."
