    "content": " Thank you, Hon. Temporary Deputy Speaker. As I rise to second the Motion for agreement with the Report of the Committee of the whole House on the County Allocation of Revenue Bill, allow me to say one or two things. One is the issue of pending bills. This House and the Senate need to make a deliberate move to make sure that money goes to the counties as the law says. Pending bills should take a first charge. Secondly, there are issues to do with Early Childhood Development teachers (ECD). We have variations from one county to the other in terms of salary payment. It is an issue that we need to look at. As “ Baba” gave his manifesto, he said he would employ all teachers. I hope all the ECD teachers will be employed as well. Their salaries should also be paid across the board without any variation from county to county. The electronic version of the Official Hansard Report is for information purposesonly.
