    "content": "The import of winnowing is that if you feel that the Committee has not taken your recommendations, you can bring them to the Floor of the House. It is on that basis that I believe that Hon. Kimani Ichung’wah has brought proposals to Clause 16 of the Bill to bring in the issue of public audit of beneficiaries in private universities, which is the right thing to do. However, opposing the Bill and saying that we should not consider it, when you have done the right thing, which is to bring an amendment, is doublespeak. You mentioned yesterday or the day before that Committees have applied a lot of energy in reviewing these Bills. It will be unfortunate to stop consideration of this Bill when we are just about to finish, so that we can get the law for universities and look at the work that has been done by the Committee. If there is something that we do not like or our amendment has not been agreed upon by the Committee, we can resolve the matter. We try to bring things through a very roundabout route, like the Bill is unconstitutional. If it is unconstitutional, the courts will declare it so."
