    "content": "The Government is the biggest sponsor of the universities. It is the financier, and yet they do not want to be accountable to the Cabinet Secretary for Education. They want to be accountable to their independent councils, and yet they do not receive money from them. They get it from the public coffers, which is given through this Parliament, but they do not want to be accountable to the Cabinet Secretaries. They do not want to be appointed or removed by the Cabinet Secretaries, and yet that is the same person who gives them money. Whoever pays the piper must be given the power to call the tune.
