    "content": "Finally, Hon. Speaker, students sent to private universities suffer. Other than the Government funding the students, there is the extra fee which is paid by students. In public universities, they pay about Ksh40, 000 or below. But in private universities, they pay close to Ksh100,000. So they are suffering. Hon. Speaker, as you consider the constitutionality, look at the moral issue also whether it is right for us to continue sending students to private universities at the expense of public universities which are collapsing because they are not funded."
