    "content": " We are on the Second Schedule. I want to refer you to it. The Fifth Schedule is on page 953 which talks about the administration of the fund. Specifically, the Board shall prescribe the form of the report to be submitted under paragraph seven which shall include information on the amount apportioned to the Universities Fund Board and the number of students who have received funds. The Board in itself is going to be a State corporation and it is going to be subject to audit by the Office of the Auditor General. When we say funds are being given and they are not audited, we do not know what we are talking about."
