    "content": "Now, Hon. Members, I think we have an occasion to make some progress. I think it is fair that I have some time to apply my mind fully to the issues that have been raised. Whereas there is nothing wrong with Members proposing amendments and having those amendments voted for in the Committee, it is also settled that it will be a dangerous precedent if an issue of constitutional or unconstitutionality is raised and the Speaker were to decide that it be dealt with in the Committee. That is because the decisions made in the Committee are usually not decisions that will be supported by the threshold that is required to address constitutional issues. So the fact that there is a proposed amendment – I am just picking this because one of your issues is that the Leader of the Majority or Hon. Nyamita did indicate that Hon.
