    "content": "Second, is the general poor response to audit matters raised by the Office of the Auditor- General. However, we must note that in the fast few years, queries have continuously reduced. The measures that have been put in place through the Public Finance Management Act plus the fight against corruption, and strengthening of the procurement process, are now starting to bear fruits as evidenced by fewer audit queries in the subsequent years. However, we continue losing money and the debate that preceded this one concerning university students in private universities is a good example of how we lose money through unauthorized expenditure and without proper safeguards."
