    "content": "This is a very interim measure we are proposing today. As we were looking at the Budget Policy Statement (BPS), Members will remember it became very clear the proposed Estimates therein, were going to over-shoot the Kshs9 trillion set ceiling by some figure. Even a shilling is overshooting, but the figure was between Kshs200 billion and Kshs400 billion. I think it has since shifted. I am sure the Chairman of Budget and Appropriations Committee will give us the exact figures."
