    "content": " Thank you, Hon. Speaker, for giving me an opportunity to contribute to this Motion on the variation of debt ceiling. I support it, but as I do so, I am cognisant of the fact that there are many questions on how we procure and utilise our public debt. I support this Motion because recently, I raised a Question with the National Treasury on what percentage of public debt has been spent in my constituency for the last 10 years. The answer I got was that the Government had spent about Kshs150 million on construction of an administration block in Siaya Institute of Technology which is domiciled in my constituency. I asked myself, the public debt is Kshs9 trillion and my constituency consisting of about 400,000 people had only benefited from Kshs150 million.
