    "content": "Hon. Atandi, you are aware that the Controller of Budget makes quarterly reports on budget implementation. A lot of these reports are always tabled here by the Leader of the Majority Party. I always ask departmental committees to look at the reports so that they can monitor and raise a red flag at the appropriate time. So, as you say this towards the tail-end of the 12th Parliament, you are saying you have failed. The reports from the Controller of Budget are here and they indicate how the budget is being implemented. It is a constitutional obligation of the office holder to table those reports. I have noticed many committees either because of work... Perhaps, now that we approved the new Standing Orders, we needed to set up another committee for budget implementation monitoring. I think it will be better if departmental committees regularly looked at those reports, then called those people to come and explain what they are doing with the money appropriated to them."
