    "content": "Hon. Speaker, the Finance Bill which was tabled in this House proposing amendments to the various statutory taxes to raise an extra Kshs50 billion was not realistic. Some of them were rejected by this House. Most of the proposals touched on basic consumer goods which affect the common mwananchi directly. That is the reason Parliament, in its wisdom, rejected some of those recommendations. As a country, we need to come up with a reliable and effective mechanism of raising revenue. Further, there is a worrying trend in the projected ministerial Appropriations-in- Aid (A-in-A). Statistics show that there is a significant drop over years of targeted A-in-A compared to the actual amount that is collected. Most of these missed targets are as a result of fees charged by public universities. They are unable to collect revenue as projected. This is due to shortage in enrolment out of competition with the private universities. As a House, we need to re- think the policy on university placement. These are some of the reasons that we have to revise the Budget in the meantime as supplementary appropriation."
