    "content": " Thank you. Hon. Temporary Deputy Speaker. I beg to reply. Elections are very sensitive and emotive. For the Commission to leave it so late was quite erroneous on their part. I thank Members for supporting this report of the Committee, and urge that if indeed the Commission was very keen on getting these regulations, they should have brought them on time. We have had five years; and the election cycle is five years. It was quite surprising that they had to leave it up to this late. Be that as it may, I beg to reply.
