    "content": "Thank you Madam Deputy Speaker. I rise, pursuant to Standing Order No.47 (1), to make a Statement on an issue of general topical concern namely; the toll fees charged by the management of the recently opened Nairobi Expressway to emergency services such as ambulances and firefighters. As you are aware, the Nairobi Expressway opened to traffic and is expected to increase local employment, ease traffic jams, and bring a raft of economic benefits to the notoriously congested city of Nairobi. While the city will reap greatly from the expressway without a doubt, what is of most concern is the toll fees levied upon emergency services such as ambulances and firefighters."
