    "content": "That is a matter that we, as a Senate, need to look into so that we do not call special sittings when we are not very sure about the content of what we are going to discuss. Second, from my experience in this House, the report from the Committee for a Bill that is supposed to be discussed at the Second Reading must be ready so that Members have the benefit of reading it and understanding what the stakeholders said during public participation. Therefore, they will be able to contribute meaningfully to the debate."
