"content": "Thank you, Mr. Deputy Speaker, Sir. I have waited for this chance since yesterday. I am glad that I can contribute. I tell the Government that I serve and represent in the House that the writing is on the wall. It is right there on the wall. If we do not take water and food to the ASAL areas then we might just as well admit that we are conspirators who are encouraging the vicious circle of poverty, insecurity and illiteracy. I was talking to the distinguished Senator for Samburu County who comes from one such county. He told me something shocking yesterday. Sen. (Dr.) Lelegwe Ltumbesi said that illiteracy levels in Samburu County are as high as 87 per cent. If illiteracy levels in Samburu County stand at 87 per cent, it could be 91 per cent in Turkana County. What is wrong with us?
