"content": "your guidance to the House with respect to Article 94 because it was very timely. It is a ruling of its own kind and you really hit where it matters. What happens in most Government sectors is that they assume that they make laws in their boardrooms. Once they make those decisions, they end up harassing Kenyans without following the due process. Through your guidance today, I wish to call upon the Chairperson of the Committee on Implementation to take up your communication so that it can be clear to all that the process of making regulations or laws must pass through this House. On the issue of GBV, I wish to join my colleagues and say that we all belong to one universe and everyone lives freely. No one chooses to be a female or male, and GBV does not apply to females alone. Therefore, it is important that we allow each one of us to live in the society freely and enjoy the freedoms given and guarded jealously by the Constitution of Kenya. On harassment of our ladies, whenever I read newspapers or watch television, it is very embarrassing. Men also face similar challenges. You will find cases where men end up losing something which is very important to them. Once your manhood is “defamed”, that is it. Your course in the society comes to an end. Therefore, any bodily, psychological or emotional harm must be condemned. Let us live in our societies guarded by the Constitution because we are supposed to exist as Kenyans and a people of this planet. Thank you, Hon. Speaker. I support."
