    "content": "The 2010 Constitution gives sovereign power to the people of this country. The power to legislate is given to the National Assembly, the Senate, and the entire Parliament. The import of statutory instruments is to enable ministries, departments and agencies to pass certain issues that are of essence and which must be done immediately. But all those statutory instruments must come to Parliament for us to give an input and give them the force of law."
