    "content": "Mr. Temporary Deputy Speaker, Sir, most of the land in this country is not put to productive use. We have had people who have acquired land for speculative purposes. We have had people who have acquired large chunks of land and they do nothing on this land. I, therefore, believe that this Policy is addressing this issue. It is proposing very drastic measures that will make sure that those who own large tracts of land either put them into production or they pay taxes for them. I think this is a very important direction."
