    "content": "8. Promotion of fair trading practices along the crops, livestock and fisheries value- chains. 9. Utilisation of science, indigenous knowledge and resources. Other guidelines outlined in the policy include strengthening inter-governmental relationships and agricultural institutions, development of institutional linkages, enhancing collaboration in order to create harmony and synergy in developing agricultural resources, harnessing resources for improved agricultural output in partnership with the private sector, introducing appropriate financing and insurance systems in the agricultural sector, promoting demand-driven research and timely dissemination of research findings in the agricultural sector and conserving biodiversity of different crops, livestock and fish. This policy undertakes to address the identified challenges in the agricultural sector by providing guidelines to the national Government and county governments. It specifies the different roles towards ensuring household and national food and nutrition security, food safety, increasing agricultural production and productivity using appropriate good quality and affordable inputs, facilitating access to premium domestic, regional and international markets, reducing post-harvest losses while promoting agribusiness, value addition and product development. The policy will be implemented through a legal and institutional framework that is in existence. Thematic policies and strategies will be developed to address specific sub-sector requirements for better implementation of this policy with a monitoring and evaluation framework, which will be developed as an integral component to ensure policy objectives are achieved in a cost-effective, coordinated and harmonised approach at both national and county levels. Finally, Hon. Temporary Speaker, the policy is in line with relevant provisions of the Constitution, and provides a clear roadmap to the realisation of Vision 2030 on agricultural goals and targets. With those few remarks, I beg to move and urge Members to support it."
