Temporary Speaker, if we are to succeed in the implementation of this good policy, I would say that all the agricultural officers, should come out of their offices, quit the business of reading newspapers in their offices and go out there to advise farmers on how to go about farming. Today, if you go out there and ask a farmer which is the best fertiliser to apply during maize planting, one will tell you it is the 2020 type of fertiliser. If you ask another one, he will tell you 2323. This is due to lack of knowledge that should be imparted on them by the agricultural officers."
