    "content": "It is important to set aside the special fund towards bursary for students in Baringo and other counties where they are unable to pay their fees, now that we do not have the National Government-Constituency Development Fund (NG-CDF) because of the law. Shockingly, the areas where we have this drought situation manifested, are the same areas with insecurity. They should fight insecurity and the drought. We are 70 per cent of the country. If this situation arose elsewhere, I assure that the entire Government machinery would have been sent to deal with the situation."
