You stand on a point of order then you start debating. We are under the Standing Orders. We are not under the orders of Hon. Ichung’wah in this House. This is the fourth time he is doing it. This is the third time he is doing it in my presence by rising on a point of order then starts debating. Hon. Temporary Speaker, the Leader of the Majority Party is not above the Standing Orders. He must operate within the Standing Orders. He knows very well that the people of Kikuyu Constituency have been conned through the ‘Hustler Fund’. Thank you very much."
