    "content": "I would like to assure Members that the intention of these regulations is to build creditworthiness of borrowers. We want to get to a situation where people borrow without giving any collateral but based on one’s honesty in repaying the loans extended to them. These monies that are going to this Fund are out of our taxes. Hon. Mbadi spoke very eloquently. He talked of giving money to hustlers. You must weigh this together with fiscal discipline which ensures that the Government uses the monies that it collects in a manner that gives return on investment and promotes good economic policies. These regulations are intended to achieve this."
