    "content": " Thank you, Hon. Temporary Speaker, for giving me this opportunity. I rise to support the Motion. This Sessional Paper is very important to the growth of our economy and protection of the environment. In this country, we have serious institutions like Jomo Kenyatta University of Agriculture and Technology (JKUAT), which have invested heavily in automotive engineering. The world over, there is a serious transformation from petrol to diesel cars. This is because of the issue of carbon emissions, which must be dealt with. Allowing importation of second-hand cars that are seven or eight years old is not addressing the problem. The issue is not the number of years but technology. We need to invest in technology so that we have less or non-fuel emission cars."
