"content": "(a) My Ministry cannot confirm that 194 Kenyans have died between January and November, 2009 from cholera or diarrhoea caused by acute water shortage. This is because we have no competence to determine causes of death. In addition, cases of cholera cannot be attributed to water alone. There are several points along the cholera transmission path at which it can be spread, including food, personal hygiene, contaminated materials and contact between infected persons."
