    "content": "The process is particularly laborious and even uncomfortable for our brothers and sisters in North Eastern, who are in the border towns like Busia and Namanga among others. Mr. Speaker, Sir, there is a history of the politicization of the issuance of national Identity Cards (IDs) by past regimes that have usually suppressed the ID issuance in regions perceived not to support incumbent governments. The Senate will agree with me that the effect of the situation I describe clearly violates the rights of the affected citizens of Kenya. I wish to single out final year secondary students, most of whom turn 18 in Form Three or Form Four or immediately thereafter."
