    "content": "Hon. Temporary Speaker, I agree with Hon. Junet Mohamed that this House has lamented too much. I am just trying to imagine if the constituency I represented from 2007 to 2022, and which Caroli Omondi is now representing, did not get CDF funds from 2007 to date, what kind of infrastructure would we have in both our primary and secondary schools? These are my suggestions. The time limit of 90 days for this Committee is too much. If you ask me, this Committee must burn the midnight oil during this Christmas break and do this within 30 days. It is possible. That is because we will still need another 90 days for the Bill to be processed. If you add 90 days to another 90 days, to another number of days when the Bill is being debated, and another number of days before it is assented to, it will be almost one year. We do not have the luxury of time. If it is in the interest of the Members to approve this Committee as it is, I will be a Member and we must conclude the discussions and the processes leading to the Bill within 30 days."
