Speaker, pursuant to Standing Order 44(2)(c), I wish to request for a Statement from the Chairperson of the Budget and Appropriations Committee regarding the disbursement of money from the Equalisation Fund. Equalisation Fund became operational in the Financial Year 2011/2012. In 2013, 14 counties identified by the Commission on Revenue Allocation benefited from Ksh11.8 billion from the Equalisation Fund. The disbursement was based on the first deprivation policy which lapsed in the year 2016 and 2017. Since the Financial Year 2016/2017, for three consecutive financial years, namely, 2016/2017, 2017/2018 and 2018/2019, funds from the Equalisation Fund have not been disbursed for the implementation of projects as contemplated in Article 204(2) of the Constitution in the marginalised areas. It is against this background that I seek a Statement from the Chairperson of Budget and Appropriations Committee. What is the status of the disbursement of funds from the Equalisation Fund for implementation of projects as contemplated in Article 204(2) in the previous financial years?"
