    "content": "Mr. Temporary Deputy Speaker, Sir, I had just started to discuss a matter that the Minister spent quite a lot of time on yesterday and I think one that we cannot take lightly, that is the issue of constitutional protection of this policy. I refer the Minister to page 12 of the policy which reads:- “Fundamental issues in the Policy should be anchored in the Constitution. For these reasons, land should be treated as a constitutional issue.” The policy continues to say:- “In an ideal situation, a Constitution should set out the broad principles for the governance of land, and establish an efficient and equitable institutional framework for"
