    "content": "Mr. Deputy Speaker, Sir, the primary object of this Bill, is to provide for transfer of conditional and non-conditional allocation from the national Government sharable revenue, under Article 202(2) of the Kenyan Constitution. Its other object is to provide for additional allocation from the proceeds of loans and grants from development partners, in line with Article 190 of the Kenyan Constitution, for county governments to benefit from this additional allocation in the Financial Year 2022/2023."
