    "content": "Thank you, Mr. Deputy Speaker, Sir. I rise to second this Bill. Whereas Sen. Cherarkey is perfectly right, we are doing this in the interest of fast- tracking. This Bill is a vehicle for transferring additional funds to our counties. Funds that became due as a result of grants and loans from development partners, in accordance with our Constitution. This being the case, I would like to appeal to the House for patience. Once the National Treasury releases her thoughts to us, then at an appropriate time, either during the Third Reading, we will make the necessary adjustment to avoid any further delays and subsequently succeed. We are fast-tracking this Bill because in the previous Bill, the equalization fund was carried along with additional allocations, serving as a speed governor. It was a speed governor to the extent that the courts had made their determination that the money could not be spent until the government formed a board for equalization fund."
