    "content": "When such a matter comes here, I expect some bipartisanship. Let us increase the resources being allocated to counties. Other than that, let us try and ring fence them so that it is specific that these extra resources do not go back to do recurrent expenditure. For example, here in Nairobi City County, we are almost at 56 per cent in terms of what we have spent from what we were allocated. Most of it goes to recurrent expenditure, especially salaries and wages. We can ring fence the additional allocation to go only to development so that we can achieve what we set out to achieve under devolution."
