    "content": "I pray that this Committee will go back and look at a possibility to bring back another instrument for the Equalization Fund to stand on its own; so that we do not have confusion. We also pray that they will look at Article 204. If we have not operationalised it for the last 12 years and we only have eight to go; it is time to go back again and bring another extension. I am sure we shall get the numbers to get an extension to push it for even 30 years, like Sen. Sifuna has suggested, so that we can experience the benefit of equalization."
