    "content": "It would be unfair, immoral and wrong for counties which already benefited from previous administrations, to argue that they are also marginalised and should be given a share of this Fund. I pray that when the Committee brings this Bill, we shall be fair to counties that were left behind. I also pray we pass this Bill but with amendments in mind which will make it easy to implement. Let us have the Equalization Fund Act separate from this."
