    "content": "It is extremely sad that the previous system of Government attempted to dilute how CRA defined the Equalization Fund. It is sad because marginalisation is not equal to poverty and vice-versa. Marginalisation is a state of poverty created by deliberate resource denial by successive governments because of policy documents that did not favour resource allocations to certain areas in this country. This policy is as per the Sessional Paper No. 10 of 1965."
