    "content": "Pursuant to the provisions of Standing Orders 114 (7A) (b)(iii), I will facilitate collation of the views from the comments of Members in an appropriate forum. As your Speaker, I have noted that the legislative proposal touches on the functions of county governments in terms of Article 110 of the Constitution, necessitating a bicameral consideration of the matter. In this regard, I urge the Leader of the Majority Party to propose five names and the Leader of the Minority Party to propose four names to be submitted to the House Business Committee (HBC) for consideration."
