    "content": "The Cabinet Secretary has said “subject to consultation.” In the first place, what stopped him from consulting before giving the answer to the Leader of the Majority Party. This is a delaying tactic. I am sure that by the time the Cabinet Secretary wrote that reply he had consulted. I think this matter has been taken casually by the whole Executive, and now the whole Cabinet is aware of its status.
